Why it matters
HPSA-designated counties typically have longer wait times, less preventive care, and worse outcomes on conditions that need continuity of care (chronic disease, mental health, pregnancy).

HPSA designations use specific provider-to-population ratios (1:3,500 for primary care, 1:5,000 for dental, etc.) and a composite need score from 0 to 26.
